bug with rounded wing tip and deflected flap #11

I've noticed a little bug that shows up if you have a deflected flap with a rounded wing tip. The rounded wing tip works fine if the airfoil does not have a flap. However, if you create a trailing edge flap and deflect it, then the trailing edge point does not appear to be deflecting.

An easy way to see this is to create a simple rectangular wing. Round the wing tips, and then click the flaps button and enter a non-zero deflection. You'll see the stray geometry that I'm talking about.

@ramcdona ramcdona Don't special-case rounded wingtip leading/trailing edges.
The removed code forced the leading and trailing edge points of a rounded
wingtip to the exact expected solution.  However, when slats/flaps were
applied -- or if an airfoil file with shifted le/te was used -- this
would not produce appropriate results.

Removing this code lets the general case code handle these points just like
all the rest of the airfoil points.

This fix should close Issue #11:

Fixed in 2.2.0
