Implement decade bands into the noise band monitor.

PAMGuard currently support third octave bands in the noise band monitor and these are compliant with ASCII standards. However, in the EU, decade bands are often used - these are required by many EU studies and are used widely in research.

PAMGuard should support decade bands in the noise band monitor as an option.

Introducing deci-decadal bands instead of third octave is reasonably straight forwards and I'm happy to do that for the next PAMGuard release. Does anyone have an opinion on where bands would start / end ? Default will be to centre the bands on decadal steps, i.e. 100Hz, 1kHz, etc. , but if people wanted, those as edges, that might be possible.
