Scrolling issues with spectrogram in Time base display FX

The time base display had regressed in several areas

1. Spectrogram was unreliable, especially when scrolling
2. Spectrogram appears ot overwrite itslef.
3. Data blocks were not getting removed when modules removed
4. Data units not drawing fast when spectrogram scrolling

This makes the time display essentially unusable with a spectrgram in viewer mode

Fixed as fo version 2.02.17

There was an issue with the isScrolling flag being set forever if the text box was selected. This is why scrolling spectrogram was unreliable - it didn't start because it thought the user was still scrolling

The sud spectrogram bug was caused because a reset was being called for the OfflineDataLoadInfo

Fixed issue with canvas flags that meant whistles were not repainting when spectrogram was loading

Remove modules does not remove from list in time display was due to the a function not being called when a ADD_MODULE notification was sent to the display.
