Description of Changes

EE cyclerate +1 will fix the issue but a compromise on default is to enable EE-Timing-hack. Ee cyclerate +1 can be combined with or without EETiming.

Rationale behind Changes

It's a compromise to improve users by default even if it's the best fix)

Suggested Testing Steps

Check the menus and in-game without changing settings for vertical shaking (like similar on other games that shake the screen on different interlacing settings.) Urban Reign shake is very severe on None Interlacing so maybe check there too (yeah It's not the correct naming for it)

Tested this myself too, EE-timing hack appears to help but does not eliminate these tremors. Might make them a bit less frequent but otherwise the behavior renames unless you overclock the EE to work around it like you suggested.

One part you might not have noticed is how the bottom part of the menu appears to be overlapping slightly downwards, it's much easier to notice without a framelimiter.

I recorded a video of both the bounce and that weird overlap for reference:

EDIT: Having trouble actually recording the shake with OBS - despite it focusing on the render window, it's as if the recorded image is being centered, so this makes me wonder if the shake has some relation to the render code responsible for passing the image to the window itself? Probably not, but odd nonetheless :P

Yeah the full fix is changing EECyclerate to + 1 but I can't force that via GameDB.

This does not happen on the pal version for some reasons.
