Admin login after setup doesn't work

What happened

Installed the forum, created admin user. Attempted to log in. It just redirected me back to the same login page.

Expected result

Should have taken me to some other page.

How to reproduce

• Download develop zip file
• unzip and restart apache server running php
• go through set up steps
• attempt to log in at http://localhost/forum/login.php?ref=admin.php . It doesn't work.

Additional info

This worked a couple of months ago. I can't remember if I cloned the repo before (I don't have permission to now). I also tried downloading the 2.2.7 release but that doesn't even render the initial page.
