PRO header links are not the same as the 'top box' links #154

Describe the issue
The PRO homepage has two links for the Browser and for Search. Each of these is linked in the (new) header, and also in the (old) top quick-link box. But, they each go to different destinations.

To Reproduce
Steps to reproduce the behavior:
BROWSE:

  1. Go to https://proconsortium.org/
    2a. Click on 'Browse' within the header:
    -> goes to https://proconsortium.org/pro_browse.shtml
    2b. Click on 'Browse PRO' within the description box
    -> goes to https://proconsortium.org/cgi-bin/browser_pro
  2. The destinations are different

SEARCH

  1. Go to https://proconsortium.org/
    2a. Click on 'Search' within the header:
    -> goes to https://proconsortium.org/pro_search.shtml
    2b. Click on 'Search PRO' within the description box
    -> goes to https://proconsortium.org/cgi-bin/textsearch_pro
  2. The destinations are different

Expected behavior
Expected them to be the same.

Discussed. Decisions are:

  1. Unify destination so that both links go to the header browse; that is, to https://proconsortium.org/pro_browse.shtml

  2. Collapse the 'Browse' box at the top of that page to a single line.

  3. Implement all DAG pages to have that single-line Browse box.
