versionIRI displayed in owl files #168

In future releases we need to change the version IRI that we display in the ontology, the one that appears here:

<owl:versionIRI rdf:resource="http://purl.obolibrary.org/obo/pr/59.0/pr.owl"/>

We have to use the date format instead. So, for release 59.0, the line would have looked like

<owl:versionIRI rdf:resource="http://purl.obolibrary.org/obo/pr/2019-09-23/pr.owl"/>

I presume that the OBO to OWL conversion produces this line, but do you know how? Is it from the OBO "data version" line?

I don't want to change our versioning scheme, so perhaps it would be best to post-process the versionIRI in the same way that we post-process some URLs. Let me know if that is the way we need to go. If so, I'll make the changes to the script.

I'm not entirely sure how it is automatically generated from the obo but the line in pr-nonreasoned.owl was
<owl:versionIRI rdf:resource="http://purl.obolibrary.org/obo/pr/59.0/pr-asserted.owl"/> and does seem to just use the obo data-version field.

It seems that the annotate command (see http://robot.obolibrary.org/annotate.html) is meant to easily override this at release time and we should probably be using this for all such modifications.
