convergence config: increase multirotor idle speed #9112

Just a small increase in idle speed when hovering since we experienced some rear motor stalls when throttle was very low. Prior to that we calibrated the ESCs.

- increase the minimum pwm value for multirotor mode since we experienced
the rear motor stalling in certain situations when throttle was low
