Cobalt provider broken on Cooley #101

The cobalt provider which was tested and working on Cooley.alcf is now broken in 0.4.0.
This was working on ~0.3.1, and was likely broken by the recent changes to accommodate the aprun launcher.

Fixes most likely will go into libsubmit.

This is tested and fixed on the latest libsubmit codebase.

Bumping version from 0.4.0 to 0.4.1
Several fixes included as part of this point release:
* Cobalt provider issues with job state #101
* Parsl updates config inadvertently #98
* No blocks provisioned if parallelism/blocks = 0 #97
* Checkpoint restart assumes rundir bug #95
* Logger continues after cleanup called enhancement #93
* Error checkpointing when no cache enabled  #92
* Several fixes to libsubmit.

Fixing issue #101 with broken cobalt.
Cobalt status codes were not appropriately translated, and this
was hidden so far until the new flow_control functionality started
relying on accutate job statuses from the scheduler.
Removed stray print statements.
