ServiceControl is unable to enter maintenance mode #1536

The passed in settings for RavenBootstrapper.StartRaven are not set to the Settings property that is later used to check if the cleanup bundle should be run. This results in a NullReferenceException which prevents ServiceControl from starting.

Unhandled Exception: System.NullReferenceException: Object reference not set to an instance of an object.
   at ServiceControl.Infrastructure.RavenDB.RavenBootstrapper.StartRaven(EmbeddableDocumentStore documentStore, Settings settings, MarkerFileService markerFileService, Boolean maintenanceMode)
   at Particular.ServiceControl.MaintenanceBootstrapper.Run(HostArguments args)
   at Particular.ServiceControl.Commands.CommandRunner.Execute(HostArguments args)
   at Particular.ServiceControl.Program.Main(String[] args)

In SCMU the user will be presented with this message dialog after attempting to start maintenance mode:
