Warn when disk space is running low #1655

A new custom check that warns the user when the amount of disk space remaining on the database drive drops below a threshold. This gives the user time to increase the capacity of the disk, update their retention policy, or stop the instance, before the hard drive space is consumed and the instance halts.

The threshold is a percentage of the total drive space. It defaults to 20% and can be modified with the ServiceControl/DataSpaceRemainingThreshold app setting.

NOTE: For the purposes of testing and taking the screenshots, I set my threshold to 40%.
