Whenever a spell you’ve cast is countered, draw a card.

601.2. To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect.

702.39a Storm is a triggered ability that functions on the stack. “Storm” means “When you cast this spell, put a copy of it onto the stack for each other spell that was cast before it this turn. If the spell has any targets, you may choose new targets for any of the copies.”

706.10. To copy a spell, activated ability, or triggered ability means to put a copy of it onto the stack; a copy of a spell isn’t cast and a copy of an activated ability isn’t activated.

Definitely affects storm copies countered by the game (see screenshot). Probably affects anything that was copied/otherwise not cast that gets countered by spells, abilities or the game with Multani's Presence in play.
