On header.tpl in templates contain line
Due to it even if encoding will put apache (AddDefaultCharset ISO-8859-1 or ISO-8859-2 on httpd.conf) script set correct encoding. (in my case UTF-8)
In admin header does not have set of language encoding.

The admin interface loads the CHARSET which is set for the default language (english by default). So if you change the default language from the general settings in your admin interface, the charset used for the admin interface should change along with it.
The admin interface does not send an HTTP Content-Type header for it though. Only a data tag. So not all clients might be able to determine the right charset to use. I just added some code to the development tree, which adds this header to the admin pages.
