Automatic Last-Modified date stamp not getting locale timezone #158

Expected Behavior

When setting Last-Modified: now the resulting file timestamp should be in the site's locale's time zone.

Current Behavior

Last-Modified: now produces a timestamp in UTC.

Possible Solution

Make sure Last-Modified is getting the same timestamp generation as Date, which is working correctly (as of v0.3.14).
