dnsdist: Fix dynblocks over TCP, allow refusing dyn blocked queries #4518

This PR adds a new feature, allowing to 'refuse' dynamically blocked queries instead of dropping them, and fixes two issues:

  • we stored the query header instead of the response header in the response ring for TCP queries
  • we mixed "real" and monotonic time for TCP queries, storing non-sense in the response ring
