Add Start-Computer cmdlet

It would be beneficial to add a Start-Computer cmdlet that can be used for starting any device that is in a low powered state which may/may not have powershell installed or accessible to it.

The @PowerShell/wg-powershell-cmdlets discussed this and agreed that although the functionality makes sense, we suggest this capability being something published to PSGallery and doesn't need to be in the PS7 module particularly as it may need to support different types of hardware. There is a WakeOnLan module already available on PSGallery (we haven't used, so not a recommendation) that might satisfy most scenarios.
