[Fix] WarmupDuration for cluster mode

In the cluster mode, when we run heavily loaded Scenarios, there could be a situation in which not all Agents finish their Warmup on time, and the delay can be more significant than 5 sec. This fix increased delay from 5 sec to 3 min
