This commit adds a basic travis config to the repo to run unit tests and pylint. This will mean once we get everything in the repo working this will enforce we have working tests and style enforcement for all commits moving forward.

An admin for the Qiskit organization on github will have to enable travis on this repo I think (I tried but it said I didn't have permissions) to verify that this works. We should enable travis first to have this change self testing before merging. |
