It might be obvious. But I had to spent way way to much time figuring this out.
Just oversaw those two things and never thought about them again. Especially since GPG doesn't give helpful log messages.

Don't use 'finally' for code that shouldn't run if both normal and
fallback methods failed. Simply move it outside of the 'try' block.

The mechanism to disable it changed again...
This affects at least the version in Debian 12.

Cover directory ownership - either directly or via adding relevant BR.
And adjust R: gnupg2 -> R: gpg2.
