Release Qubes OS 4.2.5

Now that the Fedora 42 template is released, publish also updated ISO with it included.

• Update version in qubes-release
• Build new ISO
• Test new ISO
• Upload ISO to mirrors
• Push qubes-release package to stable
• Announce

Should we also update Debian template to version 13 already? This is a bigger change, some user apps may not be compatible yet (but then, user can always install debian-12 too).

Should we also update Debian template to version 13 already?

Based on Qubes OS point on respecting each distro’s culture and considering the fact that Debian 13 is currently advertised as their "Stable release", then I would suggest to ship Qubes OS 4.2.5 with Debian 13 template.

Users for sure could install both versions if needed (e.g. I have Debian 12 since some of my CAD/CAM software were only available there).

From Debian's side Debian 13 is stable, but the Qubes template integration just has been announced for testing, so hasn't seen much usage yet. OTOH shipping the current stable release of Debian is certainly preferable if the template works fine.
