qubes-gui-dom0 should require pulseaudio

... so that our installer could install it in Dom0, which is currently not being done, and results in no sound for AppVMs.

Although I am not quite sure whether it is correct. Strictly speaking,
gui-dom0 requires pulseaudio-libs (and this dependency is already there).
Perhaps the requirement for pulseaudio should be in the installer. But
maybe it is just hair splitting.
