Can't open gnome-terminal in Debian TemplateVM #1182

I'm having similar problem as #1033, which should be fixed with QubesOS/qubes-core-agent-linux@b368ffe.

But I'm starting with Qubes R3 RC2, and run sudo apt-get update && sudo apt-get dist-upgrade before updating the Debian TemplateVM.

Running sudo dpkg-reconfigure locales in xterm in the template and installing and set en_US.UTF-8 UTF-8 as default fix the problem.

Edit: The updated package is still in the testing repository
