After creating netvm and fwvm, firstboot needs to set netvm as fwvm.netvm and qvm-set-default-netvm fwvm.

The installer (likely the firstboot script) should create the default net and firewall VMs in the system.
Also, if we decided to still support networking in Dom0, the script should ask which option to use. But the default net and firewall VMs should always be created -- even the user that chose to use Dom0 networking at install time might later want to switch to netvm.
