qrexec-policy error messages not shown in KDE-only installation #1277

Some error messages are displayed using zenity regardless of desktop
environment. In KDE-only setup there is no zenity installed. It should be
either added to dependencies, or changed to some more flexible mechanism - at
least use kdialog on KDE.
