dom0 weight lower than VMs? #1404

dom0 shows a sched-credit weight of 512, whereas VMs are 1000. This doesn't seem
right. Shouldn't dom0 have twice the weight of the VMs and not the other
way around?

Yes, it should be. Theoretically default value is 256, so 512 for dom0
should be fine. But in practice libvirt set this to 1000 and doesn't
support changing to anything else. I'll adjust dom0 to 2000...

Adjust dom0 sched-credit weight based on default libvirt value for VMs
While default value for VMs is normally 256, libvirt set it to
(hardcoded) 1000. So adjust dom0 accordingly.

Fixes QubesOS/qubes-issues#1404
