store /root inside /rw #1432

And generally the reasoning is similar as in #1335 - "user" files should
be private to the VM, not shared (from TemplateVM to TemplateBasedVMs in
this case). Also, as pointed out in that discussion, currently any
changes in TemplateBasedVM's /root are lost. I think the most annoying
(but not so important) think is .bash_history.
