qubes-manager: Handle standalone VM properly

For standalone VM is_appvm() returns True, but its template_vm==None. As a result,
in line 108 of main.py an exception is thrown when calculating vm.template_vm.name. This happens immediately after start of qubes-manager (if there is any standalone V< in the system).
