Don't fail start qubes-vm@.service when the VM is already running

sudo systemctl reveals the following:

qubes-vm@sys-firewall.service loaded failed failed
qubes-vm@sys-net.service loaded failed failed

Those two VMs are already started by qubes-netvm service.
