Do not allow to remove template rpm if there are any AppVMs based on it

This was supposed to be done already, but it doesn't work in practice. Especially, it doesn't work if we have some standalone VMs (the script throws an exception then).

Even if we don't have standalone VMs, the script that was supposed to prevent rpm removal only displays a message, but allows to remove the rpm.
