yeah even dom0 (sometimes)
but most of the time any VM that i have been created , which is not installed by default
specially standalone appVM

and add to that , even Whonix templates r included in this bug.

There should be /etc/qubes-rpc/qubes.InstallUpdatesGUI file, if not, upgrade template(s)...

Did you upgraded those templates when upgrading to R3.1?
yes i did manually (terminal then sudo apt-get update -y && sudo apt-get dist-upgrade -y)
There should be /etc/qubes-rpc/qubes.InstallUpdatesGUI file, if not, upgrade template(s)...
im using the latest upgradable version of each template , but the file "qubes.InstallUpdatesGUI" is not there (i checked whonix workstation template as an example)

thought u mean upgrade the template by the normal upgradeable commands. but i have already mentioned at the beginning that i have upgrade qubes manually so i know that page and i did all things , check dom0 log above:-

but the file name "qubes.InstallUpdatesGUI" not inside Qubes files.

but here is the good news , i have only found it inside debian & fedora 23 Templates.
(so if i make a new standalone appVM from debian (upgradeable) template = the file there and everything work fine)
so my problem now:- qubes & whonix. how to add that file there ? or how to solve things up ?

In R3.1, you should have r3.1 in that URLs. This is step no. 2 in template upgrade instruction - the Debian part applies also to Whonix. Maybe it should be directly mentioned there?

Yes. I got confused about this. Usually there is no 3.0 vs 3.1 in the
apt url. So we have 3.0 jessie vs 3.0 jessie-testing vs 3.1 jessie vs
3.1 jessie-testing.
Until this day I assume that Qubes jessie repository would be 3.0 and
Qubes jessie-testing repository would be 3.1 and that once
jessie-testing is migrated into jessie, everyone would be automatically
updating from 3.0 to 3.1.
Unless I am the only one confused by this and unless there is a reason
so many different versions I would suggest to simplify this long term.
Now, that I really have 3.1, the file appeared.

Since we don't maintain stable dom0-VM interface, distribution upgrade needs to be performed in all the templates at the same time as dom0. So it needs to be a conscious user decision.
Anyway, the upgrade procedure should be much simpler soon (when #1541 will be done), when we implement it using salt management stack.
