sometimes when i open whonix appvm workstation or gateway , dom0 show a yellow mark with message:-

"VM didnt give resources back" or something like it. but if i shutdwon the appvm the mark will disappear and i can open the appvm normally again.

I most cases it means that VM (dom0 in this case) didn't free requested memory fast enough (there is quite short timeout, like 1s). In practice it is normal when some more memory was requested (some analysis of similar problem is here: #1136
Probably we should improve that message, or even remove it completely and warn only after some longer timeout (or similar approach to the one implemented in #1136).
