Would you say that the desired content is already on the website? Or are you saying that the content needs to be created? If it's already on the website, is your suggestion that it should be internally packaged with Qubes OS rather than instructing users to visit the website?

currently no, I don't see us able to replicate any content from the website directly for this purpose, we'd have to adapt it. we can look at other OSes for example, this is the one for Ubuntu 16.10:

For Anaconda on Fedora, it looks like we can't have a full screen but instead a footer, at least judging from the Fedora 25 installation:

So to clarify, I think this ticket should only focus on installation / firstboot, will the integrated tutorial ticket and the offline documentation ticket focusing on help once the user is in Qubes.

There should be a description of what Qubes is about, ideally with visuals (like the qube mock-ups @bnvk created). Some type of introduction / this is what you are getting into.
