Add separate QubesDB entry for primary DNS address #1817

Currently qubes-gateway entry is used as primary DNS address`. But even if the address is the same, such approach is not intuitive and misleading.

Additionally in R4.0 DNS addresses will be different, so usage of the same entry is no longer possible.
To ease migration, add qubes-primary-dns entry just now, and support both of them in R3.0 and R3.1.

For a long time the DNS address was the same as default gateway. This is
still the case in R3.x, but using `qubes-gateway` configuration
parameter for it is misleading. It should be up to dom0 to provide DNS
address (whether the value is the same as gateway or not).
