Consider renaming qubes.xml in core3

This would help migration - very easy way to detect whether qubes.xml needs to be converted. And the conversion itself would be easier.
Maybe /var/lib/qubes/qubes3.xml?

While I don't have a specific objection to that, changing the namespace or
the xsd version would work just as well.
