We use is already in VM and it's pretty good.
Also, in Fedora 23 it is expected to use it, and provide some defaults. Especially
fedora-releasepackage provides default of not enabling services. Since we don't havefedora-releasepackage installed in dom0, we need to setup something, to not end up with a lot of useless services running in dom0.
