Consider creating USB qube even if USB keyboard detected so long as multiple USB controllers detected #2116

If the a USB keyboard is detected, the installer does not allow a USB qube to be created. However, a user with multiple USB controllers who is using a USB keyboard may want a USB qube for some subset of the controllers.
