core-dom0 doesn't enable qubes_setupdvm during installation

... which is strange, given the fact that core-dom0.spec explicitly enable this service? Perhaps we should be passing --level 5 switch to chkconfig on? But then, we the other two services: qubes_core and qubes_netvm are enabled?
