Qubes OS version (e.g., R3.1):

R3.1 with testing repository

Affected TemplateVMs (e.g., fedora-23, if applicable):

debian-8

Expected behavior:

systemd-timesyncd should be disabled as per #1754 because it interferes with Qubes time sync design.

Actual behavior:

It's enabled by default since Debian jessie as per Debian default.

Steps to reproduce the behavior:

sudo service systemd-timesyncd status

● systemd-timesyncd.service - Network Time Synchronization
   Loaded: loaded (/lib/systemd/system/systemd-timesyncd.service; enabled)
   Active: active (running) since Wed 2016-07-20 22:12:50 CEST; 9min ago

General notes:

Perhaps https://github.com/QubesOS/qubes-core-agent-linux/blob/master/vm-systemd/75-qubes-vm.preset is not enough? Perhaps that only works for newly installed templates? Perhaps the preset mechanism used in systemdPreload does not disable previously enabled systemd services in existing templates?
