salt fails if default_template is set to debian #2222

Affected TemplateVMs (e.g., fedora-23, if applicable):

debian-8

Expected behavior:

qubesctl fails with ERROR for any VM

Actual behavior:

qubesctl works as advertised

Steps to reproduce the behavior:

qubes-prefs -s default_template debian-8
