Salt stack "tops" symlinks broken after R3.1->R3.2 upgrade #2231

Between R3.1 and R3.2 'dom0' salt environment was abandoned in favor of 'base'.
Symlinks in /srv/salt/_tops/dom0 needs to be migrated to
/srv/salt/_top/base, but the code for this is broken. It result in inability
to configure any VM using salt stack from dom0.

`[ -r` doesn't work on broken symlink (i.e. it returns false).
