Qubes-manager don't notice VM shutdown if it is started again shortly #231

If you shutdown a VM and immediately restart it afterwards using the Qubes VM Manager it will claim that the VM hasn't shutdown within the last 15s and ask whether one wants to kill it or wait another 15s.
