qubes build enviroment and scripts (qubes_builder)

Perhaps it would be good to create a build environment for automatically
fetching and building all the rpms on all the distros automatically (and
distribute it via git).

Something that would allow for this type of workflow:

1. git clone git://... qubes-builder
2. cd qubes-builder
3. make qubes

So it would take care of:

1. Fetching all the other repos (e.g. fetching the HEADs? Latest signed
   tags?) and verifying the tags (this is tricky as we discussed some time ago)

2. Creating the necessary chrooted env (F13, F14)

3. Building the rpms

4. Updating the yum/installer repos.
