Timezone change in installer triggers NetVM #2668

Qubes OS version (e.g., R3.2):

R3.2

Affected TemplateVMs (e.g., fedora-23, if applicable):

Installer

Expected behavior:

During installation, a user is able to configure timezone.

Actual behavior:

There some machines where default NetVM freezes the system (eg: macbook pro mid2015, with Broadcome BCM43602). Changing timezone generates an immediates system freeze. This is probably due to some action that triggers launch of NetVM
