pick uniform location for auxiliary binaries #2830

Things which may reasonably need to be called by others (read: are not akin to internal APIs) should be in /usr/{bin,sbin}. Some have been moved out of /usr/lib in QubesOS/qubes-core-admin-linux@ea6f47b

According to the FHS, auxiliary binaries shall live either under /usr/lib or under /usr/libexec, but not split inconsistently between both as we currently do.

It is my understanding that /usr/libexec is the de-facto preference.
