Qubes OS version (e.g., R3.2): R4.0

Add mic device class add plug appropriate microphone control there (currently using dbus).

The end result would be controlling mic using qvm-device tool (or devices widget).

pulse: control over system bus not session bus 
D-bus session bus is unavailable to other users (including root). Since
(at least for now) it will be controlled from qubesd, move it to system
bus. System bus require policy configuration - add it too.
