qubesctl for configuration system inside VMs does not work #2973

Qubes OS version (e.g., R3.2): R4.0

First it fails to create DisposableVM, then it fails to prepare configuration, ...
Generally looks utterly broken.

Adjust default minion configuration, so master config is included in … 
…pillars

Also set state_top to full URI, to avoid getting it through
salt.utils.url module. That would convert it to python's unicode type
(instead of str), which later is serialized with '!!python/unicode '
prefix in yaml. Salt and qubesctl loads such yaml with safe_load, which
is unable to parse such prefix.
