Wifi AP "was not in the scan list" #2984

Qubes OS version (e.g., R3.2):

4.0 RC1

Affected TemplateVMs (e.g., fedora-23, if applicable):

System Wifi

Expected behavior:

Connecting to wifi APs works

Actual behavior:

Connecting to wifi APs fails

Steps to reproduce the behavior:

Connect to Wifi AP with or without password

General notes:

The error is:

[sys-net] Connection Failure

(7) The access point /org/freedesktop/NetworkManager/AccessPoint/4109 was not in the scan list.
