Graphical interface to present USB devices to other qubes should refresh each time we click on it #3009

Qubes OS version (e.g., `R3.2`): 4.0RC1

Affected TemplateVMs (e.g., `fedora-23`, if applicable): sys-usb but more the "software to manage USB devices on sys-usb VM"

Expected behavior: Graphical interface to present USB devices to other qubes should refresh each time we click on it.

Actual behavior: when a USB device is pluged or unplugged the list of devices is not refreshing on the graphical interface in the notification area

Steps to reproduce the behavior: On a QubesOS 4.0 RC1 after the full start, plug an USB flash drive for instance. The new device will not be showed in the "USB" application that reside in notification bar so you will not able to present it to another Qubes. This is the same if you boot with an USB flash drive and you unplug it after boot the unplugged device will be still showed in the "available" devices.

This is already fixed here, new package will be in testing repository tomorrow (or even today).
