You can create the size of the root filesystem in VM Settings dialog of the template. It works and increases the partition.
Nevertheless I agree with you that the docs seems to be out of sync. I think the former root.img is now a logical volume in LVM but haven't investigated further.
sudo lvm lvs in dom0 gives you a list of all volumes.

Qubes OS version:
Qubes 4.0r2
Affected TemplateVMs:
Fedora-25
Steps to reproduce the behavior:
Run out of space in AppVm.
Expected behavior:
Expecting the root.img to be in '/var/lib/qubes/vm-templates/fedora-25-dev/' according to the docs[1].

Actual behavior:
'root.img' is not found in the expected directory. Unable to expand template size to install additional software.
General notes:
The docs might be out of date and it's located in another folder.
A side note:It would be a great idea to implement a disk manager to manage the many AppVm/Templates as it can be very tedious to manage everything through the cli.
