apt-get apt-transport-tor broken in Qubes R4 non-networked TemplateVMs

Steps to reproduce the behavior:

Use non-networked TemplateVM.
Install apt-transport-tor.
Use apt sources using deb tor+http://http.[...]
Try to upgrade TemplateVM using Qubes updates proxy.

Expected behavior:

apt should be functional.

Actual behavior:

apt reports refused connections since apt-transport-tor tries to connect to its default localhost IP 127.0.0.1 port 9050, where Tor is expected to be running. This won't work in Qubes R4 since TemplateVMs are non-networked by default.

General notes:

To fix this issue, Acquire::tor::proxy has to be set in apt.conf.d. Pull request coming soon.

This issue is a blocker for the release of Whonix 14.
